Putin and Witkoff Hold Nearly Three-Hour Meeting on Ukraine Peace Talks and Russia–U.S. Cooperation

Russian President Vladimir Putin and U.S. special envoy Steve Witkoff held a nearly three-hour meeting in St. Petersburg to discuss the war in Ukraine, prospects for renewed peace negotiations, and potential economic cooperation between Russia and the United States, according to Kremlin foreign policy aide Yuri Ushakov.
Ushakov described the meeting as thorough and candid, noting that it marked the ninth contact between Putin and Witkoff. He said the discussions served as a useful supplement to communications between the Russian and American presidents.
The conflict in Ukraine was the central topic of the meeting. According to Ushakov, Putin told Witkoff that Russian forces were effectively destroying Ukraine’s military-industrial facilities and claimed that Russian troops held the strategic initiative on the battlefield.
Putin also indicated that Moscow was generally prepared to resume trilateral negotiations involving Russia, the United States, and Ukraine around November 10. The proposed talks would focus on the principal issues preventing a settlement, including the establishment of a security framework for both Russia and Ukraine after the conflict ends.
During the meeting, Witkoff briefed Putin on new proposals from European countries and Ukraine that emerged during...

Russia Urges Ukraine to Allow Human Rights Monitors Access to Russian POWs

Kathmndu, Russia has called on Ukraine to allow representatives of international human rights organizations to visit locations where Russian prisoners of war (POWs) are being held, alleging that the detainees are being unlawfully detained and subjected to mistreatment.
Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik made the demand during an unofficial Arria-formula meeting of the United Nations Security Council.
“We demand that the facts cited, described and presented be thoroughly investigated, and that the human rights missions present in the Kyiv-controlled territories make every effort to gain access to the locations where Russian prisoners of war are being unlawfully detained,” Miroshnik said.
He argued that international human rights organizations should investigate the allegations and obtain direct information about the treatment of Russian POWs held in Ukrainian-controlled areas.
Miroshnik also referred to claims by human rights advocates that most alleged criminal acts by Ukrainian forces occurred during the initial stages of captivity. He said international monitors should have full knowledge of the reported incidents and share their findings with the international community.
According to the Russian diplomat, such investigations would help assess...
